Bullet Proof Vests and Corrupt-Proof Government

The PM has agreed to grant quite a lot of money for the Police force to buy much needed equipments especially the much needed bullet proof vests. I agree one hundred percent. May I give some suggestions.

Please, if the PM has some groundings in very simple mathematics then he should know that if you buy and item for 1K, you could buy 2 of the same items if it costs RM500 each. So Mr. PM please see to it that whoever who does the purchasing, buys the vests for the price they really cost. If you can't do it, then give me the contract. I promise you, I will buy them from the best manufacturer and supply them to the force at a price to cover my expenses. What say you? This way, you could have surplus just in case.

I also heard that part of the money is to either repair or replace the scanning machines at the border which have kaputed causing the personnels manning the border considerable difficulties. How come those machines kaputed? From whom did we buy them? Don't we have technicians to repair them? And one more question, who got the contract to supply those faulty machines?

Since we are on the subject of bullet-proof vests, I would like to touch a little on another 'proof' topic. I borrow this new term from Mahaguru58. Since the Police personnels would now feel safe when going out on duty, could we move on to creating a 'corrupt-proof' (Thank You Mahaguru) force? And should you come out with a curriculum to produce this kind of personnels could you use the same curriculum on the Cabinet, Government MPs and YBs, their kins and friends and of course government officers from the Chief Secretary right down to the Tukang Kebuns.

What I know is that, if you are truly serious and sincere about effecting change, you would eventually be successful.

Getting the bullet-proof vests is the top priority now.It must be. They way our local criminals are acting nowadays, is like something you see in movies only.

What? A vest costing 1K? I thought someone will tender it at 3K minimum!
And I hope nobody gets the idea of the bullet-proof vests are like that of safety vest meant for ferries(Langkawi/Tioman) ,ships and fishing vessels.With something that look and feels like a styrofoam/gabus like material.

Corrupt-proof govt and civil service. That would be nice. But its like an impossible mission with the current govt. Hey, everthing cuold be stalled and immobile if the present govt can be corrupt-proof.The economy might shrink if there is no corrupt practices.We could be facing another economic downfall without corruption. Thats what the corruptors might say,anyway.

I agreed with you Cik Gu ,this govt. of ours have no inclination to push this hideous practise to the far off edge but instead they seem to encourage it. Why, because the tender process for the Govt. procurement is
glaring with weakness.Its not about what my track records are? but whom and who do I know inside.

I have all the while been trying to say this. If our government spend money wisely, there would not be hardcore poors in this country. The problem is that the gov need these hardcore poors so that they can have a charade handing out gifts once in a while just to show that they care.

As for your question, the answer is a definite YES. If you check each an everyone of them you can see that their skins are 'bersopak' as the Malays call them.

The rot began when the ex-pm had no regard and respect for rules and regulations. Rather than serving the country, he made the country served him.

But cos he initiated so many mega projects, he became a hero. Any criticms levelled against him was viewed as unpatriotic or worse, agents of the west.

He built the country without foundations. Sooner or later, everything will collapse like a deck of cards.

He picked a few to become super tycoons at the expense of the majority. When these big businesses crumbled due to mismanagement, the govt bailed them out under the pretext a lot of workers would lose their jobs. So every one of us got fooled by this machaevillian.

Its the civil servants who are the main culprit of corrupt-practitioners. Yesterday, I saw with my own eyes a lowly ranking civil servant photocopied a confidential letter between two senior Cabinet Ministers about a contract. Of course the letter was given to the contractor, who is the interested party.

The contractor cordially ask the civil servant "Can take a look at the letter pls" and he responded, "It's okay, I will make a copy for you". Just as simple as that!

No need to use 'cable', at all!

Civil Servants are the sole implementor component of the Government. Without them and their practices, there cannot be any corruption. The Civil Servants themselves are enablers and an integral part of bureaucracy, an improductive system which 'cost' businesses a lot of money.

I personally saw a junior engineer tore up 'worthless' piece of paper (like organisational chart) within tender submissions but albeit, absence the 'wothless' piece of paper will automatically disqualify tender submissions, in favour of contractors who "paid" him to ensure the job. He will justify to the tender board that some contractors (the usual close competitors) DID NOT COMPLETE the tender submission (as per condition set) as they omitted the organisational chart and thus the "friendly party" will have better chance as the usual close competitors hv been 'eliminated', They stand a much better chance get the contract now, through the open tender process! No politicians involved at all in this contract, at all. Just a lowest ranking engineer in the department, who raked RM 300-500k for each maintenance contract.

That year, this department issued no less than 17 maintenance contracts, ALL THROUGH OPEN TENDERS (which is very transparent)!

Corruption amongst the Civil Servants start from Office Boy level right up to the Chief Secretary. All the way, without exception.

I agree with you only partially. There is no denying that the civil service in this country is corrupt to the core. They are now being hounded by the ACA for corruptions running into the tens of thousands.

The problem is what about corruption running in the millions? Its not the civil servants who pocketed money from the submarine deals, the Sukhoi deals, the Klang port fiasco, the BMF scandal, the Frigate scandal and the othet billions.

How many BN YBs and MPs are poor? How many do not have bungalows and expensive cars when their accumulated income do not add up to this kind of high living.

How many YBs and MPs do not have interests in companies dealing with the governments?

If the service is corrupt why is it so. The fight against corruption was suppose to start about 26 years ago but why is it that it is stinkingly worst right now. Why is it that it is so rampant and open. Why is it that people like Zakaria is not afarid to flaunt his wealth knowing very well that he can't explain how he acquired it?

Its because the very top is accommodating them. Corrupt means of acquiring wealth is a reward for helping the BN be where it is now.

Yes, the civil service is corrupt but the government heading the civil service is the worst.

I won't be surprise if a count showed that none of them, let me repeat NONE of them in the government is clean. No it does not surprise me one bit.

List of racial discriminations in Malaysia, practiced by government as well as government agencies. This list is an open secret. Best verified by government itself because it got the statistics.

This list is not in the order of importance, that means the first one on the list is not the most important and the last one on the list does not mean least important.

This list is a common knowledge to a lot of Malaysians, especially those non-malays (Chinese, Ibans, Kadazans, Orang Asli, Tamils, etc) who were being racially discriminated.

Figures in this list are estimates only and please take it as a guide only. Government of Malaysia has the most correct figures. Is government of Malaysia too ashamed to publish their racist acts by publishing racial statistics?

This list cover a period of about 50 years since independence (1957).

List of racial discriminations (Malaysia):

(1) Out of all the 5 major banks, only one bank is multi-racial, the rest are controlled by malays

(2) 99% of Petronas directors are malays

(3) 3% of Petronas employees are Chinese

(4) 99% of 2000 Petronas gasoline stations are owned by malays

(5) 100% all contractors working under Petronas projects must be bumis status

(6) 0% of non-malay staffs is legally required in malay companies. But there must be 30% malay staffs in Chinese companies

(7) 5% of all new intake for government army, nurses, polices, is non-malays

(8) 2% is the present Chinese staff in Royal Malaysian Air Force (RMAF), drop from 40% in 1960

(9) 2% is the percentage of non-malay government servants in Putrajaya. But malays make up 98%

(10) 7% is the percentage of Chinese government servants in the whole government (in 2004), drop from 30% in 1960

(11) 95% of government contracts are given to malays

(12) 100% all business licensees are controlled by malay government e.g. Approved Permits, Taxi Permits, etc

(13) 80% of the Chinese rice millers in Kedah had to be sold to malay controlled Bernas in 1980s. Otherwise, life is make difficult for Chinese rice millers

(14) 100 big companies set up, managed and owned by Chinese Malaysians were taken over by government, and later managed by malays since 1970s e.g. MISC, UMBC, UTC, etc

(15) At least 10 Chinese owned bus companies (throughout Malaysia, throughout 40 years) had to be sold to MARA or other malay transport companies due to rejection by malay authority to Chinese application for bus routes and rejection for their application for new buses

(16) 2 Chinese taxi drivers were barred from driving in Johor Larkin bus station. There are about 30 taxi drivers and 3 are Chinese in October 2004. Spoiling taxi club properties was the reason given

(17) 0 non-malays are allowed to get shop lots in the new Muar bus station (November 2004)

(18) 8000 billion ringgit is the total amount the government channeled to malay pockets through ASB, ASN, MARA, privatisation of government agencies, Tabung Haji etc, through NEP over 34 years period

(19) 48 Chinese primary schools closed down since 1968 - 2000

(20) 144 Indian primary schools closed down since 1968 - 2000

(21) 2637 malay primary schools built since 1968 - 2000

(22) 2.5% is government budget for Chinese primary schools. Indian schools got only 1%, malay schools got 96.5%

(23) While a Chinese parent with RM1000 salary (monthly) cannot get school-text-book-loan, a malay parent with RM2000 salary is eligible

(24) 10 all public universities vice chancellors are malays

(25) 5% - the government universities lecturers of non-malay origins had been reduced from about 70% in 1965 to only 5% in 2004

(26) Only 5% is given to non-malays for government scholarships over 40 years

(27) 0 Chinese or Indians were sent to Japan and Korea under "Look East Policy"

(28) 128 STPM Chinese top students could not get into the course that they aspired e.g. Medicine (in 2004)

(29) 10% place for non-bumi students for MARA science schools beginning from year 2003, but only 7% are filled. Before that it was 100% malays

(30) 50 cases whereby Chinese and Indian Malaysians, are beaten up in the National Service program in 2003

(31) 25% is Malaysian Chinese population in 2004, drop from 45% in 1957

(32) 7% is the present Malaysian Indians population (2004), a drop from 12% in 1957

(33) 2 million Chinese Malaysians had emigrated to overseas since 40 years ago

(35) 3 million Indonesians had migrated into Malaysia and became Malaysian citizens with bumis status

(36) 600000 are the Chinese and Indian Malaysians with red IC and were rejected repeatedly when applying for citizenship for 40 years. Perhaps 60% of them had already passed away due to old age. This shows racism of how easily Indonesians got their citizenship compare with the Chinese and Indians

(37) 5% - 15% discount for a malay to buy a house, regardless whether the malay is poor or rich

(38) 2% is what Chinese new villages get compare with 98% of what malay villages got for rural development budget

(39) 50 road names (at least) had been changed from Chinese names to other names

(40) 1 Dewan Gan Boon Leong (in Malacca) was altered to other name (e.g. Dewan Serbaguna or sort) when it was being officially used for a few days. Government try to shun Chinese names. This racism happened in around year 2000 or sort

(41) 0 churches/temples were built for each housing estate. But every housing estate got at least one mosque/surau built

(42) 3000 mosques/surau were built in all housing estates throughout Malaysia since 1970. No churches, no temples are required to be built in housing estates

(43) 1 Catholic church in Shah Alam took 20 years to apply to be constructed. But told by malay authority that it must look like a factory and not look like a church. Still not yet approved in 2004

(44) 1 publishing of Bible in Iban language banned (in 2002)

(45) 0 of the government TV stations (RTM1, RTM2, TV3) are directors of non-malay origins

(46) 30 government produced TV dramas and films always showed that the bad guys had Chinese face, and the good guys had malay face. You can check it out since 1970s. Recent years, this tendency becomes less

(47) 10 times, at least, malays (especially Umno) had threatened to massacre the Chinese Malaysians using May 13 since 1969

(48) 20 constituencies won by DAP would not get funds from the government to develop. Or these Chinese majority constituencies would be the last to be developed

(55) 12% is what ASB/ASN got per annum while banks fixed deposit is only about 3.5% per annum

There are hundreds more racial discriminations in Malaysia to add to this list of "colossal" racism. It is hope that the victims of racism will write in to expose racism.

Malaysia government should publish statistics showing how much malays had benefited from the "special rights" of malays and at the same time tell the statistics of how much other minority races are being discriminated.

Hence, the responsibility lies in the Malaysia government itself to publish unadulterated statistics of racial discrimination.

If the Malaysia government hides the statistics above, then there must be some evil doings, immoral doings, shameful doings and sinful doings, like the Nazi, going on onto the non-malays of Malaysia.

Civilized nation, unlike evil Nazi, must publish statistics to show its treatment on its minority races. This is what Malaysia must publish……….

We are asking for the publication of the statistics showing how "implementation of special rights of malays" had inflicted colossal racial discrimination onto non-malays.

If you care to scrutinise I have, this season, chosen to keep it cool about blogging about football. I am not as boisterous as last season coz, as much as Man Utd is my life, my friends in blogsphere are equally important. You see when I start writing about football I tend to get insensitive about other people's feelings and that is not.

I realise though that Arsenal has a fantastic young squad but I always believe that Wenger has made a mistake by placing too much confidence in too many youngsters.

In this kind of fierce competition especially between Arsenal ans MU, a cool head and experience is very important and there MU has the age while Arsenal has speed and energy on theirs. Its going to be interesting. For the 1st time I dared not make any predictions. Since we are playing away to a very strong team then a draw would be a good result.

Anyway kerpie, may the best team win.

I have to agree with you. in fact, not just online, even I don’t make fun towards other teams, and Man U especially since my dad and brother are on the Man U side of the reds. I know this rivalry is fierce as we take EPL seriously but it can at the same time hurt one’s feeling. Spurs is a different thing all together tho. Firstly, they’re arsenal’s main rival and secondly, I don’t have any personal friend who support the scum, and so all the name calling. Haha…

Looking at the teams, I think wenger may opt for the more experienced Gilberto instead of youngster flamini in the middle as Man U is not just another team. I think a formidable back line holds the vital key tomorrow.

Yes cikgu, may the best team win but having Man U as visitors in town, I’d settle for a draw myself.

With corruptions very much alive here in Malaysia, talking to bookies on possible match fixing is the last thing we’d want before a kickoff of big matches like ars-manU. Kerp...This year is Arsenal...MU and evergreen corrupted Liverpool be the darlings of bookies...but Taksin have joined in big time gambling.
As much as i like to enjoy football games....it is the knock out time...quarter finals...semi finals...that I watch most...as gaining point system..to play 36 games total...some of those will hentam more from betters..then play real football....all under the instruction of owners. It's the holy grail in football.....cannot be revealed.Look at how MU stated....same as last year.
But I think Arsenal will loose again to MU in the final....that is if we both agree there are the best two teams so far....not that Arsenal is not better than MU.....but Arsenal is famous like Liverpool....money talks....hahahahahaha
